At the 4th Annual Dragon Boat Festival down at Heritage Park in Olympia on Sunday, Secretary Reed ceremonial paints a dot on the dragon’s eye.  According to legend, the dotting of the eye causes the dragon to come alive, which appropriateley was done right before the dragon boat races began.
