New polls show Eyman’s I-1033 well ahead
If Referendum 71, the public vote on the new “everything but marriage” domestic partnership law, looks like a close call, new polls show that Washington’s other statewide ballot measure, Initiative 1033, is sailing well ahead of its opposition.
Rasmussen Reports, in a statewide phone poll conducted Sept. 22 among 500 likely voters, shows 61 percent definitely or probably in favor of I-1033, 31 percent definitely or probably against and 8 percent not sure. The independent Elway Poll also put it ahead by a 2-to-1 margin — 46 percent to 22 percent, with a large segment, 32 percent, undecided. The polling was conducted before the expected heavy, unmatched, opposition campaign kicks in.
The initiative, sponsored by Eyman and his partners, Jack and Mike Fagan, would limit the growth of state, city and county general fund revenue, with excess dollars earmarked to property tax relief.

Fiscal Impact through Calendar Year 2015
“Initiative 1033 limits annual growth of state, city and county general fund revenue to the rate of inflation and population growth. General fund revenues exceeding this limit must be used to reduce the following year’s state, city or county general fund property tax levy. The initiative reduces state general fund revenues that support education; social, health and environmental services; and general government activities by an estimated $5.9 billion by 2015. The initiative also reduces general fund revenues that support public safety, infrastructure and general government activities by an estimated $694 million for counties and $2.1 billion for cities by 2015.”
