A brief history of the men who represented the million and a half people of the State of Washington in the Legislature of 1915.
It is not the purpose or object of this book to discuss the Legislature as a whole or the merits of the bills. Neither is it a manual. The acts of the Legislature are recorded in the Journal, the results in the Session Laws, and the pocket manual covers the field.

This work will endeavor to treat [sic] of the personnel of the Legislature. Devoting its pages to the personal side of the men who made the laws. In some cases where the author knew, there will be found an “intimate peep” [sic] into the lives and characters of the members.

Another gem from within the document… “Governor Lister will be remembered in political history as the ‘Veto Governor.’  Of all vetoes recorded since statehood there appears to be over 40 percent credited to his administration.”

Those of us who reside in the Olympia area are very aware that the Washington State Legislature is currently in the 2016 Regular Session. However, the very first session of our Legislature began shortly before Washington became a state on November 6, 1889. The bills introduced to the legislature are an important piece of our state’s history. It is fascinating to read what issues were important to Washington citizens in a given year.

Each session only three sets of these volumes are produced, and the Washington State Library is one of a few agencies which holds these resources. A part of the State Library’s mission is to “Collect, preserve, and make accessible to Washingtonians materials on the government, history, culture, and natural resources of the state” and we take this very seriously. At the State Library we hold all the bills introduced during every legislative session since 1889. There is a set of volumes for each session for the bills of both the House and Senate.

Our staff works with the Legislative Information Center and the Legislative Print Shop to be sure that the bound volumes are complete and correctly assembled. A State Library staff member painstakingly reviews all the bound volumes when received and reports any errors or omissions so missing bills can be retrieved and added to the set. This valuable State Library service preserves this historic record of Legislative action.

Interesting facts about the Washington State bill books:

  • The bills introduced during the first session fill one volume each for both the House and the Senate.
  • The most recent set of bill books available for 2013-2014 legislative session consists of 27 volumes for the House and 25 volumes for the Senate.

Kim Wyman addresses the library staffMonday, June 29 the Legislature approved a compromise 2015-2017 Operating Budget.  Governor Inslee signed it Tuesday, June 30, the final day of the fiscal year.  This action avoided a government shutdown on Wednesday, July 1. Secretary of State Kim Wyman wrote, “This means no shutdown, no unpaid furloughs and no service interruptions.  I’m happy for the citizens of Washington and for all of our amazing OSOS staff!”

The budget news for the State Library is FANTASTIC!  The Legislature approved HB 2195, the proposed $1 recording fee increase that funds the Heritage Account to support State Library operations.  Not only does the increase provide the money to backfill the projected $2.4 million shortfall in revenue, it also creates a much more permanent solution to the problem of facing continued shortfalls in future biennia – an ongoing, more stable funding source.

Wyman noted that the legislators seemed to like the Library 21 notion of expanding access to collections and information in new and tech-based ways.

The Legislature also provided $1.5 million to continue the Microsoft IT Academy, the online technology training provide through Washington libraries at no cost to the people of Washington.  Wyman observed “It is a real Library 21 success story in bringing digital literacy to more library-users through free online IT course work that can provide needed skills for job placement and advancement.”

State Librarian Rand Simmons stated, “We believe much of the Microsoft IT Academy funding can be included in the required ‘maintenance of effort’ needed to receive full federal Library Services and Technology Act (LSTA) funding. This will help repair the damage done by reductions in state funding for the Library.”  LSTA dollars support programs and services the library offers to local community libraries.

Having made this her top legislative priority, Secretary Wyman was actively engaged in the budget process, met with legislators, and worked with House and Senate leaders during final budget negotiations to generate support for HB 2195. Deputy Secretary of State Greg Lane observed, “Without her personal involvement, our success simply would not have happened.”

Lane praised the efforts of State Library supporters which combined with Secretary Wyman’s strategy brought about success. The State Library begins the 2015-2017 biennium with funding level to that of the 2013-2015 appropriation. It’s a good thing.

Rand0714Two pieces of legislation important to the people of Washington are working their way through Congress. Optimum support requires members of both the House and the Senate and from both parties sign on to “Dear Appropriators” letters.

The Library Services and Technology Act (LSTA) is administered by the Washington State Library, a division of the Office of the Secretary of State. The Senate letter notes that “LSTA is the only federal program that helps public libraries meet community needs, provide enhanced services through technology, reach underserved populations, and retain librarians while recruiting new entrants to this important field. Robust federal support for the state formula program and competitive grant provided by LSTA is more essential now than ever.”

Senators Patty Murray (D-WA) and Roy Blunt (R-MO) chair the Senate committee to obtain maximum allowable funding for the Act. Senator Maria Cantwell (D-WA) signed the letter. State Librarian Rand Simmons had urged her to do so. Representative Rick Larsen (D-WA 2nd) signed the House letter. Currently the State Library receives about $3.3 million annually in LSTA funding and all types of libraries in Washington are eligible to receive funding and services.

Innovative Approaches to Literacy (IAL) is a grant program under the Fund for the Improvement of education. The Senate letter states, “IAL provides competitive awards to school libraries and national not-for-profit organizations, including partnerships that reach families outside of local educational agencies, for providing books and childhood literacy activities to children and families in high need communities. The program also supports parental engagement and focuses on promoting student literacy from birth through high school.” Senators Blunt and Murray are also leading the quest for this funding.

Signers in the House include Representatives Denny Heck (D-WA 10th), Jim McDermott (D-WA 7th) and Adam Smith (D-WA 9th).
